How to create a programme on Debt Eligibility?

In this article, find out how to create a guarantee programme based on complex eligibility criteria, and how to launch the distribution with our Debt Eligibility app.

Introduction

Debt Eligibility enables the distribution of guarantee or subsidy programmes based on defined eligibility criteria. It streamlines monitoring, management and reporting by centralising the entire workflow, from reservation request to loan repayment.

This tool supports the distribution of all types of guarantees or subsidies, whether you are the guarantor or acting as a third party.

Examples of programmes currently distributed via our platform:

  • EIF (European Investment Fund) envelopes for farmers or innovation, at national or regional scale
  • EIB (European Investment Bank) envelopes for ecological transition or generational renewal
  • Regional subsidy envelops to enhance regional attractiveness
  • Guarantee envelopes distributed by the insurance subsidiary of a banking group for branch financing.

This guide explains every stage involved in creating a programme, from setup to distribution to your sales network.

Creating a programme

To create a programme Debt Eligibility, you must have the “Programme Manager” role within Kls Desk.

There are 2 roles in this product:

  1. Programme manager, authorised to create, manage, validate, and report on a programme
  2. Distributor, authorised (via a referent) to make reservations and report events relating to their guaranteed or subsidised loans

If you possess the relevant permissions, you will see the “Debt Eligibility” app, on the right-hand side of the Kls Desk home page.

Within the app, you will access your managed programmes, where you can view the envelope consumption, the number of submissions and documented loans, and the distribution end date.

Nb: If this page is empty, no programmes have yet been created.

Use the “Follow-up” menu on the left to see all your programme reservations, segmented by life stage.

To start creation, click “Create a new programme” in the top right.

If this button is unavailable, you may lack the programme manager role. Contact a referent within your organisation to request this role. See: How roles work in the Debt Eligibility app.

Instructions for creating a new Programme

Complete all required fields (denoted by *):

  • Programme name
  • Institution (EIF, EIB, EBRD, or IFC) 
  • Market: determines user access. For example, selection of the “Corporate” market restricts access to programme managers and distributors authorised for “Corporate”
    • Amount: this cannot be reduced after the programme has been distributed
    • Currency: The primary reporting currency for the programme (other accepted currencies may be added).

    Optionally, you may create a programme using the parameters of an existing programme to save time, especially when envelopes are similar.

    Upon creation, you will be redirected to the programme home page, where real-time envelope consumption is tracked. This page is also visible to future distributors. 

    The home page can be tailored to help distributors take charge distribution.

    Once customised, click “Manage programme” in the top right-hand corner to refine settings.

    Let's have a look at each tab:

    Programme identity

    Contain basic information set at programme creation, with the ability to amend or add fields.

    For example, the “Maximum loan value” per-loan limit; information fields specify guarantee detail or rating types. 

    You can enable automatic notifications for a defined consumption threshold (e.g. 90% of a €100,000,000 envelope). When the reserved amount hits €90,000,000, entity programme managers will be alerted. See the article on notifications.

    • The reserved amount includes all sent, documented, and validated reservations.
    • Notification is sent each time the threshold is crossed.
    • All relevant entity contacts are notified.

    The envelope amount cannot be reduced once set.

    Eligibility settings

    Define all criteria for programme eligibility; this forms the basis of forms to be achieved by distributors making reservations, and provides additional non-discriminatory data for reporting.

    The tab is divided into three main sections:

    1. Beneficiary

    This segment is dedicated to retrieving information and checking eligibility at the beneficiary level, i.e. the borrower customer requesting the guarantee.

    2. Beneficiary's project

    Questions about the use and objectives of the financed project.

    3. Beneficiary's loan

    In this last segment, you'll be able to retrieve information on the terms and conditions of the loan intended to finance the beneficiary's project.


    Each segment allows customisation of fields and eligibility logic, supporting

    • Generic questions

    Simple Yes/No fields, including ability to create conditional rules or link to other fields.

    • Information fields

    Sub-segments allow you to retrieve complex criteria.

    A drop-down list of fields is available for you to add. Contact support to request new questions if needed

    There are two types of field:

      • Data: allows text/number input controlled by limits
      • Choice list: defines possible answers and can flag certain responses as (in)eligible.

    Further options for the “Beneficiary project” segment:

    • Automated Gross Grant Equivalent (GGE) calculation with 3 options:
      • GGE control
      • GGE + ‘de minimis’ grants control
      • A non-binding GGE calculation
    • Enforce invoice provision

    Eligibility conditions can be set to respond to composite field logic (e.g. “Yes” answer + sales > X amount; or reserve investment themes for certain departments).

    All information defined here forms the eligibility form for distributors.

    Portfolio settings

    This tab allows programmes manager to create higher-level portfolio rules (as opposed to reservation-level rules).

    It is possible to create portfolio balances, such as rating or borrower type, to ensure balanced programme distribution and prevent overuse by one group.

    Loan servicing settings

    This tab is optional. It allows creation of event lists (e.g. prepayment, default) which distributors can declare for guaranteed loans. .

    The programme manager can create lists of declarable events, and the distributors concerned will be able to notify the programme manager of any significant events linked to their guaranteed loan.

    Distributors notify the manager via the app, triggering email alerts. 

    This enables close monitoring of loan events and communication of relevant incidents to the guarantor if needed.

    Reservation management

    Sets maximum allowable duration (in months) for reservations and extensions.

    The system calculates reservation lifespan: if exceeded, reservations are automatically cancelled, and amounts restored to the envelope.

    Distributors can re-request reservations on behalf of the customer as necessary, ensuring optimal use of available funds.

     

    Distributors management

    This is the final setup tab, where you select the distributors authorised to market the programme.

    Programme managers can choose banks, teams, or users. They may set individual consumption limits to maintain distribution equity.



    Bravo, you've created your programme with Debt Eligibility, now publish it!

    Once all tabs are completed, your programme is ready for distribution!

    Return to the programme home page and click “Publish programme”. The programme is not available to designated distributors, so they can begin submitting reservations requests.

    If needed, you can pause distribution at any time, to update settings or suspend reservation options.
