How do roles in the Debt Eligibility app of Kls Desk work

In this article, you will find details about the specific roles in Debt Eligibility and our guidance on how to grant a user access to this tool.

1. Specific roles

a. Program and draw manager

A program and draw manager can, for the entity to which they are assigned with this role:

  • Create and set up a program: Define the program’s identity, eligibility criteria, portfolio allocation, and the operational rules of the program.
  • Manage distribution: Publish the program to make it accessible to selected distributors.
  • Monitor consumption: Access real-time information on available amounts, ongoing reservations, and formalised loans via the dashboard.
  • Validate and manage requests: Review information entered by distributors, approve or reject reservation requests.
  • Manage contract events and guarantee payment demand: Activate specific options, configure required fields, and monitor and process declarations from distributors.
  • Produce detailed reporting: Access program activity data for precise monitoring and regular reporting.
b. Distributor

A distributor can, for the entity to which they are assigned with this role:

  • Submit a reservation request: Make a guarantee or grant request for a client, verifying the eligibility of their project using the form configured by the program manager.
  • Follow up and finalize the reservation: Support the progress of a reservation into a formalised loan.
  • Declare contract events and guarantee demand: In the event of a default or issue with the loan, report a default, initiate a guarantee demand, and monitor both guarantee payments and any recoveries.
  • Export reservations and extract data for reporting: Generate PDF documents and extract data to facilitate tracking.
  • Receive important notifications: Be alerted about upcoming deadlines and whenever a program manager acts on ongoing reservations.
c. Referent

A referent is a program and draw manager and/or distributor who can also assign this role to others. Therefore, a referent has access to the Habilitations page for their entity.

These roles can all be combined.

The referent’s authority is limited to granting the role they hold to another user within their entity. Therefore, to create a new user or modify an existing user’s markets, the referent must also have the team leader role.

2. How do markets work

The concept of markets is key within the Debt Eligibility application. The markets assigned to a user determine their ability to:

  • Create programs in the markets for which they are authorised, if they are a program manager.
  • Access available programs in the markets for which they are authorised, if they are a distributor.

It is therefore essential that a Debt Eligibility user is authorised for the appropriate markets.

  • A distributor who is not authorised for any market will not see any available programs.
  • A program manager who is not authorised for any market cannot create a program.

3. Authorise a user

There are two possible scenarios for authorising a user:

  1. The user already has access to the Kls Desk, and you want to grant them access rights to Debt Eligibility. In this case:

    • If you are a referent, you have the ability to authorise a user for Debt Eligibility.
    • If you are not a referent, you will need to contact a referent to perform the action or grant you this role.
  2. The user does not yet have access to the Kls Desk, so you need to create their account and grant access to Debt Eligibility.

    • If you are both a team leader and a referent, you have the authority to add a user with the correct access rights. See the article: how to add a user.
    • If you are only a referent, you will need to contact a team leader for your entity to create the user account. Afterwards, you can grant Debt Eligibility access to this user.
    • If you have neither of these roles, please contact someone who is both a team leader and referent to perform these actions.
