How do roles in the Debt Eligibility app of Kls Desk work

In this article, you will find details about the specific roles in Debt Eligibility and our guidance on how to grant a user access to this tool.

1. Specific roles

a. Program and draw manager

A program and draw manager may, for the entity to which they are assigned in this role:

  • Create and set up a program: Define the program’s identity, eligibility criteria, portfolio allocation, and the operational rules.
  • Manage distribution: Publish the program to make it accessible to designated distributors.
  • Monitor consumption: Access real-time information on available amounts, ongoing reservations, and formalised loans via the dashboard.
  • Validate and manage requests: Review details entered by distributors and approve or reject reservation requests.
  • Manage contract events and guarantee payment demands: Activate specific options, configure required fields, and monitor and process declarations from distributors.
  • Produce detailed reporting: Access program activity data for precise monitoring and routine reporting.
  • Create and manage drawings: Associate financing objects with drawings.
b. Distributor

A distributor may, for the entity to which they are assigned in this role:

  • Submit a reservation request: Make a guarantee or grant request on behalf of a client, verifying the project eligibility using the form configured by the program manager.
  • Follow up and finalise the reservation: Support the progress of a reservation into a contractualised loan.
  • Declare contract events and guarantee demand: In the event of a default or issue with the loan, report a default, initiate a guarantee demand, and monitor both guarantee payments and any recoveries.
  • Export reservations and extract data for reporting: Generate PDF documents and extract data to aid tracking.
  • Receive important notifications: Receive alerts regarding upcoming deadlines and whenever a program manager acts on an ongoing reservation.
c. Referent

A referent is a program and draw manager and/or distributor who can also assign this role to others. As a result, a referent has access to the Access Management page for their entity.

The roles of program manager, distributor, and referent may be held in combination.

The referent’s authority is limited to granting the role they hold to other users within their entity. To create a new user or amend an existing user’s markets, the referent must also have the team leader role.

2. How markets work

The concept of markets is fundamental within the Debt Eligibility app. The markets assigned to a user define their ability to:

  • Create programs in the markets for which they are authorised, if they are a program manager.
  • Access available programs in the markets for which they are authorised, if they are a distributor.

It is therefore essential that every Debt Eligibility user is authorised for the appropriate markets.

Only a team manager can assign, modify, or remove contracts from a user. Refer to the article: How Desk Kls authorisations work?

  • A distributor not authorised for any market will not see available programs.
  • A program manager not authorised for any market cannot create a program.

3. Authorising a user

There are two scenarios for authorising a user:

  1. The user already has access to Kls Desk. If you wish to grant them rights to Debt Eligibility:

    • If you are a referent, you are able to authorise the user for Debt Eligibility.
    • If you are not a referent, you must contact a referent to perform this action or to receive this role yourself.
  2. The user does not yet have access to Kls Desk, so you need to create their account and grant access to Debt Eligibility.

    • If you are both a team leader and a referent, you are authorised to add a user with appropriate access rights. Refer to the article: How to add a user?
    • If you are only a referent, contact your entity's team leader to create the user's account, after which you can grant Debt Eligibility access.
    • If you have neither role, please contact someone who is both a team leader and referent to complete these actions.
